🧭 SVAMITVA Scheme – Empowering Villages with Property Rights and Progress

On January 18, 2025, Prime Minister Shri Narendra Modi presided over the e-Distribution of SVAMITVA Property Cards — a landmark moment in India’s rural transformation journey.
Over 65 lakh property cards were digitally distributed across 50,000+ villages in 10 states and 2 Union Territories, reinforcing secure land ownership and empowered governance in the heartlands of India.


🗂️ Overview of the SVAMITVA Scheme

  • Launched: April 24, 2020
  • Objective: Provide rural property owners with a legal “Record of Rights”
  • Uses drone mapping and GIS technology to ensure accurate land measurement
  • Administered by the Ministry of Panchayati Raj

This initiative aims to bring transparency, accountability, and formal land ownership to rural India.


🗺️ Geographical Reach

SVAMITVA has been successfully implemented across:

  • 10 states:
    Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Uttar Pradesh
  • 2 Union Territories:
    Jammu & Kashmir, Ladakh

These regions represent a diverse rural landscape, unified by a common goal: empowerment through ownership.


📊 Achievements So Far

  • 🏡 2.25 crore property cards generated (as of Jan 2025)
  • ✈️ Drone surveys completed in 3.17 lakh villages
  • 📍 States like Uttar Pradesh and Madhya Pradesh have achieved 100% coverage

This reflects not just scale, but also efficiency and commitment.


💰 Economic Significance

  • Total surveyed land: 67,000 sq. km
  • Estimated value: ₹132 lakh crore
  • Property owners can now:
    • Access bank loans
    • Resolve land disputes
    • Utilize land for economic activities

SVAMITVA is more than a document—it’s a pathway to financial dignity.


🌍 International Outreach

  • In March and May 2025, India plans to:
    • Host global workshops on SVAMITVA
    • Share best practices in land governance
    • Engage with international stakeholders from developing and developed nations

This reflects India’s role as a knowledge leader in tech-enabled rural reform.
