PM JANMAN: A Mission for Tribal Justice and Empowerment

In a significant step towards inclusive development, the Ministry of Tribal Affairs (MoTA) recently convened a National Conference of District Magistrates to accelerate the rollout of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN). Launched on November 15, 2023, this landmark initiative aims to uplift the Particularly Vulnerable Tribal Groups (PVTGs) across India.


🛡️ What is PM JANMAN?

  • PM JANMAN is a three-year mission (2023–2026) dedicated to holistic development of PVTGs.
  • With a budget of ₹24,000 crore, it targets 75 PVTG communities in 18 states and the Andaman & Nicobar Islands.
  • It was launched on Janjatiya Gaurav Divas, symbolising India’s commitment to justice and equity for tribal communities.

🎯 Objectives of the Mission

  • Improve socio-economic conditions of PVTGs.
  • Provide essential services like housing, education, healthcare, and drinking water.
  • Bridge developmental gaps in remote and underserved tribal regions.

🔑 Key Focus Areas

  1. Housing:
    • 2 million pucca houses planned in 5 years.
    • Financial assistance of ₹2.39 lakh per unit.
  2. Healthcare:
    • Establishment of clinics and mobile medical units.
    • Focus on preventive care and maternal health.
  3. Education:
    • School hostels for tribal students.
    • Functional Anganwadi Centres for early childhood care.
  4. Drinking Water:
    • Access through Jal Jeevan Mission pipelines.
  5. Road Connectivity:
    • Infrastructure upgrades to improve access to isolated villages.
  6. Sustainable Livelihoods:
    • Support through Van Dhan Vikas Kendras (VDVKs) and other skill-building programmes.

💰 Budget and Financial Structure

  • ₹15,336 crore from the Centre
  • ₹8,768 crore from state governments
  • Funded projects will be community-centric, prioritising local needs.

🤝 Implementation Strategy

  • MoTA is the nodal ministry, coordinating with nine other ministries.
  • District Magistrates act as on-ground nodal officers, ensuring effective planning and execution.
  • Emphasis on community participation, local governance, and gender-sensitive approaches.

🏛️ National Conference Highlights

  • Held at Bharat Mandapam, New Delhi
  • Attended by officers from 88 tribal-majority districts
  • Focus areas included:
    • Housing progress tracking
    • Establishing Multi-Purpose Centres (MPCs)
    • Road and transport planning
    • Best practices in tribal outreach

📈 Evaluation & Future Outlook

  • The scheme’s extension beyond March 2026 will depend on:
    • Evaluations by NITI Aayog
    • Assessments by the Expenditure Finance Committee
  • Government aims to build a just, equitable, and participatory development model through PM JANMAN.
