📌 In News
The Union Budget 2026–27 has announced a new scheme to support States in setting up three dedicated Chemical Parks, with a budgetary allocation of ₹600 crore in BE FY 2026–27.
📖 What are Chemical Parks?
Chemical Parks are planned industrial clusters specifically designed for chemical and petrochemical manufacturing, where multiple units operate together by sharing world-class infrastructure and common services.
They are envisaged as cluster-based, plug-and-play manufacturing ecosystems, supported by:
- Common utilities (power, water, steam, effluent treatment)
- Shared logistics and storage facilities
- Common testing, safety, and waste management infrastructure
- Streamlined regulatory and compliance support
The objective is to strengthen domestic manufacturing, improve supply-chain integration, and reduce import dependence in the chemicals sector.
🎯 Why are Chemical Parks Important?
India’s chemical industry is increasingly moving towards cluster-based, integrated development, building on the success of:
- Plastic Parks
- Bulk Drug Parks
- Petroleum, Chemicals and Petrochemicals Investment Regions (PCPIRs)
The proposed Chemical Parks aim to:
- Extend this model across the entire chemical value chain
- Offer plug-and-play infrastructure to investors
- Reduce project gestation time and costs
- Enable economies of scale
- Strengthen value-chain integration
- Improve environmental compliance and industrial safety through common facilities
Overall, they are expected to make Indian chemical manufacturing more competitive, efficient, and globally integrated.
🏭 Status of the Chemical Industry in India
- India is the 6th largest chemical producer in the world and 3rd largest in Asia.
- The chemical industry contributes about 7% to India’s GDP.
- As per the Economic Survey 2025–26, the sector accounted for 8.1% of manufacturing GVA in FY24.
- The industry has recorded a steady rise in output over the past decade, reflecting its growing role in India’s industrial ecosystem.
🧭 Significance of the New Budget Initiative
The announcement of Chemical Parks in Budget 2026–27 signals:
- A shift towards infrastructure-led industrial growth
- Focus on import substitution and supply-chain resilience
- Support for MSMEs and large manufacturers through shared facilities
- Alignment with Make in India and Atmanirbhar Bharat goals
By creating integrated manufacturing hubs, Chemical Parks can become growth engines for India’s chemicals and petrochemicals sector in the coming decade.
